Design-Build Institute of America (DBIA) Practice Test

When an owner prioritizes or adds scope while ensuring that the budget remains sufficient to accommodate these changes, the outcome can be characterized as "design build to budget." This term emphasizes the practice within design-build projects where the design and construction processes are adjusted to align with the financial resources available, allowing for enhancements and changes without sacrificing the quality or intent of the project.

By integrating new scope into the project while remaining within budget, the project team can deliver on the owner's aspirations while maintaining fiscal responsibility. This approach fosters collaboration among all stakeholders and encourages innovative solutions that can enhance the project's value.

While budget adjustments and contract modifications might also occur in circumstances where scope changes are introduced, the phrase "design build to budget" specifically captures the idea of orchestrating both design and construction efforts to meet the expanded scope within the original or adjusted budget constraints. Therefore, this scenario reflects a proactive management strategy that seeks to optimize the overall project outcome while adhering to budgetary guidelines.
